I'm not sure it can be considered an Halloween book, but one that really scared me when I was younger was Charles Dickens "A Christmas carol". I was frightened by the ghosts!

On your recommendation, we picked up Millicent the Monster and Bony Legs...which have both quickly become favorites. I pick Bony Legs...I was worried that she was going to turn out to be a nice old lady and was very pleased that she remained an evil witch till the bitter end.
I was very much not into scary stuff as a child, but I LOVED The Trouble With Mom by Babette Cole, and all of the creepy, witchy background characters like the giant spider and heavily fanged (but loving) black cat they had as pets. It was a good title for when you wanted a little creepy, but still very sweet.
Arawn-Death-Lord in the Chronicles of Prydain series. I mean, he kills soldiers and brings them back to life in a cauldron! Loved this series in 3rd grade!

My favorite scary character is Baba Yaga — any iteration in any story, I just find her fabulous — but if I have to pick one, it’s Baba Yaga in Bony-Legs by Joanna Cole. Dirk Zimmer’s excellent illustrations (when she rows over the lake in her claw-foot tub!) make it the perfect version for toddlers and preschoolers — my youngest was so intensely obsessed with this book, I had to resort to hiding it more than once just to get a break for a day or two.
The Grand High Witch still sends shivers down my spine. Also Heckedy Peg who turned children to food!
